Karakteristik Dan Biaya Kecelakaan Lalu Lintas Pada Ruas Jalan Nasional (Studi Kasus: Ruas Jalan Batas Kabupaten Kampar – Batas Kota Bangkinang)
ABSTRACT
Traffic accidents are a problem that often occurs on the highway. Traffic accidents cause negative impacts that are very detrimental, including spending costs when an accident occurs and the worst impact is causing fatalities. The purpose of this study was to determine the characteristics of accidents and the amount of traffic accident costs on road section Batas Kabupaten Kampar – Batas Kota Bangkinang. This study analyzed the characteristics of accidents using the "5W and 1H" approach and the calculation of accident costs using The Gross Output method following the guidelines in Bina Marga 2005 and Pusjatan 2013. Based on the results of the analysis and calculation, it was found that the biggest factors causing accidents were human factors (94%), road factors (4%), and vehicle factors (2%). The type of collision that occurred was front-on-front (40%). The involvement of road users based on age (productive age 93%, young age 5%, elderly 2%), gender (male 81%, female 19%), and based on the vehicle involved (motorcycle 59%, passenger car 25%, truck 13%, pedestrian 2%, bus 1%). The accident-prone location occurs in Segment 3 (Pekanbaru Bangkinang Toll Road Intersection – Desa Sungai Pinang) with an accident frequency of 2,429. The time of the most accidents occurred at 06.00-18.00 as many as 117 cases. Accidents in the form of vehicle maneuvers occurred in vehicles moving straight (55%). Cost of accident on road section Batas Kabupaten Kampar – Batas Kota Bangkinang for four years 2018-2021 with unit costs referring to Bina Marga 2005 amounted to Rp. 38,423,284,938 (Inflation per-year), Rp. 57,427,622,457 (Average inflation), Rp. 83,823,567,035 (11% default inflation). Meanwhile, the unit costs referring to Pusjatan 2013 are Rp. 43,217,136 (Inflation per-year), Rp. 43,228,185,804 (Average inflation), Rp. 68,340,063,497 (11% default inflation).
