Poverty is not just an economic problem, but is a summary of the interaction of social, economic, political and cultural factors. The large number of poor people causes economic growth to be slow. One form of government concern for this is by creating a program, namely the Village Empowerment Program (PPD). The aim of this research is to analyze the effectiveness of the management of the Trilaksamana Bukit Batu Village Economic Enterprise (UED-SP) in Bukit Batu District, Bengkalis Regency.This research was conducted as a type of qualitative research using a descriptive analytical approach, using data collection techniques through interviews, observation and documentation. This research uses the theory of Eliana Sari (2007: 100) in her book on Organizational Effectiveness Growth, with three indicators, namely: goal achievement, systems approach and strategic constituency. Based on this research, the researcher summarizes that the effectiveness of Tri Laksamana Village Economic Enterprises in Bukit Batu Village is not yet effective. The inhibiting factors in the effectiveness of economic Enterprises in Tri Laksamana Village Savings and Loans in Bukit Batu Village are administrative order that has not been managed well and human resources that have not been optimal.
