Penerapan Basel Convention On Plastic Waste Amendments 2019 Dalam Upaya Pengurangan Sampah Plastik Impor Di Indonesia
The Indonesian Government's steps in making decisions regarding policies both from an international perspective have given birth to national policies that play an active role both in terms of prevention and response, and of course have the aim of being able to run effectively, efficiently and optimally, so as to be able to create national goals and country as stated in the fundamental norms and Undang-Undang Dasar 1945 of Indonesian Republic to be able to create a living environment that is healthy, clean, free from pollution so that it can be preserved and utilized sustainably in accordance with the principles of sustainable development.
This research aims to determine the implementation of the Basel Convention on Plastic Waste Amendments 2019 in efforts to reduce imported plastic waste in Indonesia as well as the impact of imported plastic waste and the efforts made by Indonesia to reduce imported plastic waste in Indonesia. This type of research is classified as a normative legal research method. The data analysis used is qualitative data analysis, which is systematically descriptive with the data sources used, namely primary legal materials, secondary legal materials and tertiary legal materials, by carrying out library study data collection techniques.
The results of this research can be concluded firstly, the implementation of the Basel Convention on Plastic Waste Amendments 2019 in efforts to reduce imported plastic waste in Indonesia can be seen to have not been able to be actualized optimally through government policies based on Minister of Trade Regulation Number 31 of 2016 to Minister of Trade Regulation Number 25 of 2022 (undergoing several changes), this is due to a lack of supervision in its implementation, and there are still gaps that provide opportunities for imported plastic waste to enter Indonesia.
Second, the impact of imported waste that continues to enter Indonesia has the potential to damage the environment in Indonesia which will affect the quality of life of future generations. There are recommended steps for the Indonesian Government,one of them is by maximizing waste sorting and processing efforts with the aim of meeting the needs for domestic industrial raw materials, so that in the future we can significantly reduce dependence on imported plastic waste. Another thing that can be done is to encourage the process of recycling waste into goods and objects that have commercial value and are environmentally friendly so that the objectives of the principle of sustainable development can be implemented as a whole without exception.
