The Great Islamic Center Mosque has become an icon of Rokan Hulu Regency, which is nicknamed the Land of a Thousand Suluks. Its foundation was based on the absence of a representative mosque to be used as a place for prayer and religious activities at district level which could be used as a center of activity as well as a symbol of the Muslim community in Rokan Hulu. This is an attraction for people to come to the Rokan Hulu Islamic Center Grand Mosque. To maintain the prosperity of the mosque, Regent Regulation Number 7 of 2017 concerning the Establishment of the Management Body for the Grand Islamic Center Mosque, Rokan Hulu Regency, has been implemented. This effort aims to manage the mosque effectively and efficiently. The aim of this research is to determine the Governance of the Great Islamic Center Mosque in Rokan Hulu Regency which has been carried out by the Management Body of the Great Islamic Center Mosque Regency. The type of research used in this research is qualitative research with data collection techniques through observation, interviews and documentation. This research uses Agus Dwiyanto's theory which uses six indicators to answer the problem formulation, namely participation, transparency, accountability, effectiveness and efficiency, legal certainty, and responsiveness. From the results of the analysis of each indicator measuring the success of governance, the results obtained from this research show that the governance of the Grand Islamic Center Mosque in Rokan Hulu Regency can be said to be good but has not been realized ideally so that the implementation of the governance of the Grand Islamic Center Mosque is not yet underway. optimal. The inhibiting factors in the governance of the Grand Islamic Center Mosque are the lack of human resources whose performance is not optimal and not in accordance with their competence, as well as the low level of coordination between management bodies
