Evaluasi Kebijakan Bantuan Hukumbagimasyarakat Tidak Mampu Di Kota Pekanbaru Tahun 2023

This research is motivated by the fact that since 2018, the Pekanbaru City Government has established a legal aid policy formalized in Pekanbaru City Regional Regulation Number 14 of 2018 concerning Legal Aid for the Underprivileged. Although the policy on providing legal aid has been introduced and implemented to protect the rights of underprivileged communities in Pekanbaru City, the implementation of this policy needs to be evaluated to determine its effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy according to William N. Dunn's policy evaluation theory. The purpose of this research is to describe the evaluation of legal aid policy in Pekanbaru City in 2023. This research is designed within the realm of qualitative research using a descriptive approach, and utilizes two types of data, namely primary data and secondary data. The data obtained were tested using the policy evaluation model from William N. Dunn, and the results were found on the criteria of the effectiveness of legal aid policy, which is not yet fully effective due to the limited number of legal aid recipients and being handled by non-accredited legal aid institutions. The efficiency criteria revealed an imbalance between the high cost of legal aid and minimal benefits. The adequacy criteria found that it was not yet optimal in involving accredited legal aid institutions because these institutions have responsibilities to the Central Government, and it was found that the Legal Aid Supervisory Team had not been formed in Pekanbaru City. The equity criteria found a lack of socialization by the Regional Government. The responsiveness criteria for the legal aid policy received public appreciation because it provided access to justice. The precision criteria were deemed appropriate with the policy's objectives as they met the needs of the community, especially women, children, and persons with disabilities. In conclusion, the implementation of legal aid in the City of Pekanbaru has not yet fully complied with the provisions regulated in the Pekanbaru City Regional Regulation Number 14 of 2018 concerning Legal Aid for the Underprivileged Community.
