ABSTRACT
The development of technology can be felt in almost all aspects of life,
including the legal aspect of traffic, previously traffic violations were dealt with
conventionally where the traffic police directly took action against drivers who
committed traffic violations, but now developments in the enforcement of traffic
violators can be done by relying on technology, namely ticketing using ETLE
cameras. With the development of this system, the community has also developed
in efforts to avoid tickets with this ETLE camera, starting from various methods
such as utilizing visual gaps, data gaps and others, this is certainly a bad act
because instead of obeying the existing law, the community relies on loopholes to
commit violations of the law. The problem studied in this study is how effective is
ticketing using ETLE cameras in Pekanbaru City, because the gaps and
shortcomings in the ticketing system using this ETLE camera certainly affect the
effectiveness of this ticketing system. The purpose of this study was to determine
how the ticketing system is regulated using ETLE cameras, what are the obstacles
in implementing the ticketing system and to determine whether this ticketing
system is effective or not in its application in society.
The method used in this study uses the sociological/empirical method, a
method that uses various empirical facts obtained from human actions, both
verbal and real actions, namely through interviews or direct observation. The
purpose of this study was to determine how the ticketing system is regulated using
ETLE cameras, what are the obstacles in implementing the ticketing system and to
determine whether this ticketing system is effective or not in its application in
society.
The results of this study are that the ticketing system using ETLE cameras
has advantages and disadvantages, the advantages of the ETLE camera system
are digitalization in enforcing traffic laws and the reach in prosecuting drivers
who commit traffic violations is very broad, the disadvantages of the ticketing
system using this camera are the existence of gaps such as visual gaps and gaps
in driver and vehicle data, technology that still needs to be developed and public
awareness that is still not good enough to obey the traffic law system that has
been established by the State.
