This study aims to produce a higher Order Thinking Skills (HOTS) instrument that is valid, reliable, has a good discriminating power and difficulty level in order to train high-level thinking skills of Phase D students. Penelitian ini menggunakan model pengembangan tipe development studies yang terdiri dari dua tahapan yaitu preliminary yang terbagi menjadi analysis dan desain, serta formative evaluation yang terdiri dari formative evaluation terdiri dari self evaluation, expert review, one-to-one, small group dan field test. The results of this study obtained 17 questions with valid categories, has a reliability of 0.848, 14 questions with good discriminating power categories and 3 questions in the sufficient category, and has a medium category for 17 HOTS questions in this study.
