This study examines critical issues in the protection and management of peatlands in
Bengkalis Island, Bengkalis Regency. Despite their crucial role in carbon sequestration and
biodiversity conservation, peatlands in this area have suffered degradation due to
deforestation, forest fires, and unsustainable land-use practices. This study evaluates the
implementation of Good Environmental Governance (GEG) principles, focusing on the legal
framework, public participation, transparency, and accountability.
The objective of this study is to analyze the implementation of GEG principles in the
protection and management of peatlands in Bengkalis Island, Bengkalis District, and to
identify barriers to their effective implementation. This study is based on the GEG framework
proposed by Belbase (2010), which includes the principles of Rule of Law, Participation,
Access to Information, Transparency, Decentralization, Institutions, and Access to Justice, all
of which are important for ensuring sustainable governance.
This study uses a qualitative method with an explanatory phenomenological approach,
involving in-depth interviews, observations, and documentation with key stakeholders,
including local government agencies, the Peat and Mangrove Restoration Agency (BRGM),
academics, and community groups involved in peatland restoration. This study emphasizes the
importance of collaboration among stakeholders and the need for stronger law enforcement
and greater community involvement in restoration efforts.
The results show that although some GEG principles have been implemented, challenges
remain, such as centralized authority, lack of collaboration among stakeholders, lack of human
resources, and limited budgets. Community involvement remains formal, and although
information is beginning to be disclosed, community access is limited by technological
constraints and a lack of understanding of technical language. Transparency and
accountability mechanisms are also lacking, and although decentralization has been achieved,
dependence on the central government remains high. There is no specific institution
responsible for sustainable peatland management, despite the valuable local experience.
Finally, communities still find it difficult to voice their concerns due to the absence of effective
complaint channels.
This study recommends strengthening institutional capacity, increasing transparency, and
enhancing public participation in peatland governance in Bengkalis Island.
