The background of this research is that the capitation fund is a fund given by the local government through the puskesmas for health services to JKN program participants. By regulation, Puskesmas have full authority in managing these funds. Found More Remaining Budget Financing (SiLPA) . The accumulation of SILPA from 2014 to 2018, found several health centers such as Tapung Hilir I, Bangkinang and Perhentian Raja health centers whose SILPA funds were still high.
The purpose of this study was to find out the Management of the JKN Capitation Fund in the FKTP of the Kampar District Government Health Center in 2018 and to find out the factors that hindered the Management of the JKN Capitation Fund in the FKTP of the Kampar District Government Health Center in 2018, This study used a qualitative descriptive research method approach. Primary data were obtained directly through interviews with informants, namely the head of the public health insurance section, the holder of the public health insurance program and the treasurer of the health insurance at the puskesmas.
The results of this study indicate that regional financial mechanisms hinder the management of FKTP Capitation Funds in Puskesmas, especially health centers that have not BLUD, lack of ability of health workers to prepare planning, budgeting and management of capitation funds, lack of understanding of capitation fund management, especially for the procurement of goods and services by health workers. in puskesmas and SILPA budgeting capitation funds can only be done in the Revised APBD after an audit by the Supreme Audit Agenc.
