Kebijakan Inovasi Melalui Program Online Single Submission Dalam Pelayanan Perizinan Di Kabupaten Indragiri Hulu

This research is motivated by the availability of inadeque infastructure, the
introduction of the community to the program of the Online Single Submission
which is still low as weel as Mastery of the officer against the program in the
department of imvestment and integrated services one door Indragiri Hulu
Regency. In the innovation policy of the Online Single Submission is still not
running as its main purpose, namely the ease of obtaining permits of businesses
without having to come to the office. Still not availability of support basic
infrastructure, the knowledge of the public as well as officers of the department
regarding this program so that it use is still not optimal, of course this raises the
obstacles in the course of implementation of the program of the Online Single
Submission. The low level of knowledge of the officers is significantly shown by
the lack of the ability in mastering program Online Single Submission.
The purpose of this study is to explain the Policy Innovation Program
Through the Online Single Submission In the Licensing Service in Indragiri Hulu
Regency. The type of research chosen is qualitative research with case study
approach descriptive.
The results of the study found that the ignorance of the people to the
program Online Singel Submission to lack of promotion and dissemination to the
public review of the criteria elicits the framework of public choice, institutional
strengthening and capacity if science and technology/ r & d as well as develop the
ability of absorption of the business activities of the community, foster
collaboration for innovation and increase the diffusion of innovation, encourage a
culture of innovation, foster and strengthen the integration of the promotion of
innovation systems and clusterstrom industry regional and national as well as
alignment with global developments. The inhibiting factor that is less intense and
the massif of his socialization and promotion, public confidence and the half
implemented.
