Analisis Kelembagaan Dalam Pemanfaatan Air Bersih Di Kawasan Taman Nasional Bukit Tiga Puluh
ABSTRACT
Water utilization in the Bukit Tiga Puluh National Park (TNBT) area is sourced
from the Lahai Kuning Empang Kanan River in the utilization zone. Water utilization is
managed by KPSPAMS Sejuk Lestari in Lahai Kemuning Village. The application for a
non-commercial water utilization permit to the TNBT Center in 2016 and was approved,
then proposed extension in 2019. This study aims to identify ownership rights in the use
of clean water in TNBT, find out the rules of the game in the use of clean water in TNBT,
and analyze institutions in the use of clean water in TNBT. This study uses a qualitative
research approach. Data were collected through in-depth interviews, field observations
and document studies. The data were analyzed descriptively qualitatively. The results
showed that KPSPAMS Sejuk Lestari is a proprietor. The people of Lahai Kemuning
Village are authorized users. Hall TNBT is the owner. The PUPR Office of Indragiri
Hulu Regency is the authorized entrance. The rules of the game in the use of water are in
the form of formal rules based on Permenhut No. 64 of 2013 and the informal rules come
from the results of consultations with the community. The principles of sustainable
institutions that have been applied in the use of clean water in the TNBT area include: the
existence of technological limits, regional and time limits, conformity to the socioeconomic
conditions of the community, collective institutional arrangements, supervision,
fines, conflict resolution mechanisms, and recognition management rights from the
TNBT Center and the PUPR Office of Indragiri Hulu Regency. The rules made based on
the results of deliberation with the community are in line with the regulation of the
Minister of Forestry No. 64 of 2013. However, there are some limitations that need to be
clarified because currently there is no limit on water users and the number of resource
units that can be utilized. Therefore, institutions in the use of clean water in TNBT have
not fully met the sustainable institutional principles designed by Ostrom.
