ABSTRACT
This innovation of Sampan Aman is a creative idea capable of service to the community in the form of ease in managing population administration. This innovation is a very remarkable breakthrough because the people can take care of the Population Administration no longer need to visit the sub-district and even the Regency. There is an agency that plays a role in providing public services is Tanjung Putih Subdistrict against Rokan Hilir Regency. The innovation intended is the Innovation of Community Silaturahmi and District Government in Service Improvement (Sampan Aman). The purpose of this innovation is to make it easier for the people in service in Tanjung Penang Tanjung Putih District. The purpose of this study is to describe the innovation of Sampan Aman in Tanjung Putih Subdistrict against Rokan Hilir Regency and to describe the inhibition factor of Sampan Aman In Tanjung Putih Subdistrict against Rokan Hilir Regency. This study uses 3 innovation indicators according to Widodo, namely: Innovation must be sustainable, beneficial to the community from innovation and to be problem solving. The type of research used in this study is a descriptive research method with a qualitative approach. The required data collection methods for both primary and secondary data were collected through interviews, observation, documentation, so that conclusions could be drawn from this study. The result of this study is that innovation has been going well as much as possible and that people are very supportive and can work together to continue this innovation in the future.
