Studi Komparasi Pelaksanaan Electronic Government Pada Badan Pelayanan Terpadu Kota Pekanbaru Dengan Dinas Perizinan Kota Yogyakarta (Kasus Pelayanan Izin Mendirikan Bangunan)

The application of using electronic technology has been applying to many sectors of lifts, Include in sector of government. The government of Indonesia had realesed Inpres No. 3 year 2003 that make compulsory all departments to applicate Electronic Government. Bada Pelayanan Terpadu Kota Pekanbaru dan Dinas Perizinan Kota Yogyakarta is government department that commit to serve that must be apply this Electronic Government. But in reality there are many different between them to perform public service by electronic.
The reseacher want to commit in doing research about comparison of the implementation Electronic Goverment serving the both of these departments. This research use the qualitatif method. Based on the researchion is founded that Badan Pelayanan Terpadu Kota Pekanbaru hasn’t commit yet using electrenic serving like Dinas Perizinan Kota Yogyakarta. This different is based on the comparison of public administration trough Ecology approach by Fred W. Riggs where the comparison looks from the anvironment or area. Include the basic of economy, social structure, network communication, ideology system dan politic system.
Based on the Ecology Approach Pekanbaru Town still decrease in the sector of in come area compare with Yogyakarta Town. The social structure of Pekanbaru Town and Yogyakarta Town include the madya society. Using network communication in Dinas Perizinan Kota Yogyakarta had integrated to all government departments of Yogyakarta Town, wile BPT Kota Pekanbaru hasn’t yet. The ideology system of these both town is Pancasila but history and local wisdom is influence for the perform. In a political system procces in Badan Pelayanan Terpadu Kota Pekanbaru still led by temporary manager then cann’t use full of authority while Dinas Perizinan Kota Yogyakartaled by permanent manager.
