The increased need of the government and people of Sei Salak and Sei Kuning Villages, Rambah Samo Sub-district, Rokan Hulu Regency after the village expansion for effectiveness, efficiency sufficiency, equality, responsiveness, consistency in the development and public service as well as the area geographic condition which is difficult to access has caused it difficult for people to deliver their aspiration. It means that when a region has large number of population or too large area, it is most likely to decrease the effectiveness of governance and development. Such a region needs to be expanded.
The present research seeks to evaluate the village expansion in Rambah Samo Sub-district, Rokan Hulu Regency. The villages are Sei Salak and Sei Kuning whose objectives are to analyze the smoothness of a good village governance, and the smoothness of public service in order to reach increase, growth, and advancement. It is a survey research of a qualitative approach and the data were collected from a sample of population. The data were collected with observation, interview, and questionnaire.
The results show that the village expansion policy has been implemented appropriately. It could be seen from responses of the evaluation of the village expansion which are on average in a good category.
