This study aims to determine and analyze about the influence of human resource capacity on the quality of financial reports utilization of information technology on the quality of financial statements of internal control of the quality of financial statements of knowledge about the management of regional finance to the quality of financial statements. This research was conducted on 29 organization of Kampar regency, the data used in this study used primary data with questionnaire as instrument. The method used for sample selection is purposive sampling. The number of samples in this study were 87 respondents. Hypothesis testing in this study was conducted by using statistical test t. Data analysis techniques used in this study is multiple linear regression analysis using SPSS data processing software version 21. The results of this study indicate that the capacity of human resources affect the quality of local government financial statements with the value of t tcount > ttable is 3.439 > 1.99, the use of information technology berpengeruh to the quality of local government financial statements with tcount > ttable is 3.492 > 1.99, internal control berpong the quality of local government financial statements with the value of tcount > ttable is 2.312 > 1.99, and knowledge of regional financial management berpengeruh to the quality of local government financial statements with the value of tcount > ttable is 2.169 > 1.99.
