Indonesia's national development according to the GBHN which is then translated into Repelita is development that adheres to the concept of human development. The whole concept of human development is a concept that requires an increase in the quality of life of the population both physically, mentally and carried out emphasizing the development of human and mental human resources which implies increasing the basic capacity of the population which will then increase the opportunity to participate in a sustainable development process. This research was conducted in Tebing Tinggi Subdistrict, Meranti Islands Regency, which uses several programs whether the Poor Community Empowerment Program has been running well or not and in this study is also linked to the Women's Savings and Loan Program and Activity Management Unit whether the Program is on target and can reduce poverty in Tebing Tinggi District, Meranti Islands Regency
