Kelembagaan Lokal Masyarakat Suku Sakai Dalam Pengelolaan Sumber Daya Hutan Di Imbo Ayo Desa Kesumbo Ampai Kecamatan Bathin Solapan Kabupaten Bengkalis
ABSTRACT
Imbo Ayo Forest is the only costumary forest of the Sakai Tribe in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency. Land use changes have cleared forest in other areas inhabited by the Sakai Tribe, but the Sakai People living in Bathin Solapan District still maintain their forest existence. The Imbo Ayo forest is managed by the Sakai Tribe community and has rules that apply and are adhered to by every individual. This study aims to analize the sustainability of local institution applies by the Sakai Tribe in managing forest resources. The research method was carried out using a qualitative approach. Data were collected through careful observation, in-depth interviews and document studies. The results showed that the local institutions implemented by the Sakai Tribe community in Kesumbo Ampai Village had implemented prohibitions on: cutting trees, entering the forest without permission from the Batin or Juu Panteh for outsiders, and trading forest products. Local institutions of the Sakai Tribe have applied the principles of sustainable local institutions, namely: having limits on forest resource management, compliance with local conditions, collective regulation of rules, supervision, sanctions according to the level of error, having conflict resolution mechanisms, recognition of management right, resources from the government and institutional level linkages. However, the time limit for the utilization of forest resources has not yet been regulated in the local institutions.
