ABSTRACT
The Kelurahan Development Planning Meeting (Musrenbangkel) aims to accommodate all community aspirations to set priorities according to the needs of community activities in order to overcome existing problems. The program proposed in the Bahtera Makmur Musrenbangkel is only a representation of an elite formulation and is not based on the priority level and needs of the community so that there are still many developments that are urgently needed by the community which should be included in the proposed development plan but are not proposed in the proposed development plan. And also the lack of participation from Stakeholders and also the community in the implementation of the Musrenbangkel and the lack of socialization of representatives from Kelurahan officials about Musrenbangkel. Success or failure in the implementation of the Musrenbangkel can be seen from the quality of the Musrenbangkel as well as its effectiveness, efficiency and optimization in the implementation of the Musrenbangkel.
The purpose of this research is to know that to find out the process of Village Development Planning Consultation (Musrenbangkel) for the city's prosperous bahtera, looking at the stages of the Musrenbangkel, the theoretical concept used is as for what causes the weak capacity of village officials in making village development plans (Asmara Hadi 2001)
The research method used is a qualitative research method with studies conducted using descriptive data in data collection, research using interview techniques, documentation and literature studies using informants as sources of information.
The results of this writing illustrate that the results of the implementation of the Musrenbangkel Bahtera Makmur Kota are said to be not optimal and the maximum efficiency and effectiveness of activities has not been carried out so that the results of the Musrenbangkel are not based on the scale of priorities and the needs of many people so that the benefits and impacts are truly felt positively by the community.
