Social capital is a set of shared informal values or norms used by group members that enable cooperation among themselves. This research aims to determine the social capital possessed by inorganic lowland rice farmers in Teluk Piyai Village, Kubu District, Rokan Hilir Regency, analyze the level of empowerment possessed by inorganic lowland rice farmers in Teluk Piyai Village, Kubu District, Rokan Hilir Regency, analyze the relationship between social capital and empowerment of inorganic lowland rice farmers in Teluk Piyai Village, Kubu District, Rokan Hilir Regency. The research was conducted in Teluk Piyai Village, Kubu District, Rokan Hilir Regency with a sample size of 64 respondents using a simple random sampling method. The analysis used in this research is descriptive analysis, Likert scale analysis, and multiple regression analysis. The results show that the social capital in Teluk Piyai Village, Kubu District, Rokan Hilir Regency from the three indicators of trust, norms and networks is in the high category. The level of empowerment of inorganic lowland rice farmers in Teluk Piyai Village has a score of 3.78 in the "high" category. Meanwhile, the relationship between social capital and empowerment was found to be related variables, namely variables X1 with Y1, X1 with Y2, X1 with Y3, X2 with Y1, and X2 with Y3.
