Pelaksanaan Pembangunan Pertanian Di Kecamatan Rumbai Kota Pekanbaru Tahun 2011

The study was grounded by five regional planning expansion of the government Pekanbaru with BAPPEDA and other related institutions in 2008. In every region of the plan is developed based on the potential for available. Regional indicators based on administrative boundaries districts. In arrangements made there are five development regions, one of which is namely District Tassels planned for agriculture. Associated with it would have made arrangements to be realized. However, what was planned as a result have not been able to hit the target. Tassels District planned to become an agricultural area that produces secondary crops and horticulture to Pekanbaru own district and is expected to export to other regions not fit with what is expected. With the case would cause problems in the implementation of agricultural development set by the City Government of Pekanbaru. The purpose of this study was to know the planning and implementation of policies that have been made. Differences can be seen from the implementation of the plan has been made. Then, to find out what the major constraint in the implementation of agricultural development that has been planned. This research includes different types of qualitative research with key informants using the analysis method. Informants in this study is head of the city government administration field development, field BAPPEDA Secretary and Head of Economy and Agriculture, a member of Commission IV DPRD Pekanbaru field of Development, Infrastructure and Environment, district head Tassels, Public figures and farmers and the Department of Agriculture and the Secretary Bagi head area of Horticulture and Food Crops.
Results from this study show that: 1) the implementation of the agricultural land in District planning Tassels unrealized well visible, not reaching the planned target. 2) obstacles on the ground such as land availability, budget, implementation and attitude found in the development of society is not yet well-addressed by the implementers. 3) communication between government and farmers as the executor has not run effectively
