Analisis Wacana Waterfront City Dalam Pembangunan Kota Pekanbaru

This study aims to determine the extent to which the discourse of Waterfront City influence on Pekanbaru urban development. The main problem in this research is how the realization of discourse of Waterfront City itself. Discourse Waterfront City, taken by the government to organize the region along the Siak river, Pekanbaru. The aim of this discourse Waterfront City is to make the Siak river front page Pekanbaru city, so it takes a neat area.
This study is a qualitative research, the data collection techniques in this study is a descriptive analysis. This study uses interviews with key informants as information objects that aim to achieve the goal in order to get information in the study. Data used in this study is primary data and secondary data obtained through direct observation and interviews with informants in this study.
Based on the results of the field research, it can be concluded that although the form of Waterfront City discourse, but apparently Waterfront City has such a policy. Like a policy that has consequences for the budget implementation, discourse of Waterfront City, the activities also received several scenarios budgetary consequences, both APBD and APBN.
Based on the results of research in the field as well, found not all scenarios in discourse of Waterfront City are completed. This shows the barriers - barriers in implementing the program in the Waterfront City discourse. Some obstacles in implementing the Waterfront City are, the absence of local regulation that specifically regulate the implementation of the Waterfront City development, the lack of coordination among relevant agencies, overlapping land ownership, lack of political will of the Government, as well as the lack of socialization discourse of Waterfront City to the society.
