Implementasi Peraturan Daerah Nomor 11 Tahun 2001 Tentang Penataan Dan Pembinaan Pedagang Kaki Lima Di Kota Pekanbaru Tahun 2011-2012

The research looked Implementation Regional Regulation No. 11 year 2001 on Structuring and construction hawkers in Pekanbaru 2011-2012. The background of this study is not good the implementation of regulation No.11 year 2001on structuring and construction hawkers, where there are many hawkers do not have license but still selling in the banned place by the local government, so many problems occur congestion, cleanlines, and disturbed public. Afterward there were not serious role of local government in treat exhaustively this problem yet, it is characterized of hawkers who still sell and inability of local government in the merchants relocate well.
This research aimed to determine (1) how The Implementation of the Regional Regulation No.11 year 2001 on structuring and construction hawkers in Pekanabaru 2011-2012, (2) the factors that affect the implementation of the Regional Regulation No.11 year 2001on structuring and construction hawkers in Pekabaru 2011-2012. The design of this reaserch is qualitative approach in describing each phenomenon encountered in the research. This research used informants as information objects that aim to achieve in getting information in this research. The data used in this research is primary data and secondary dataobtained through direct observation and interviews with sources of research. Analysis of the data in this research using descriptive technique that aim to explain and describe the finding in the field.
Based on the result of the research can be seen Implamentation Regional Regulation No.11 year 2001 on structuring and consctruction hawkers in Pekanbaru has not well done. It was marked from the increasing amount of hawkers in almost every sub-district in Pekanbaru and a lack of public understanding of the Regional Regulation No.11 year 2001 about structuring and construction hawkers in Pekanbaru which in practice often lead conflict between the government and traders as well as the dificulty of affect the implamentation of the Regional Regulation No.11 year 2001 on Structuring and construction hawkers is lack of supervision, high urbanization and bureaucratic structures are less responsive.
