Implementasi Kebijakan Anggaran Perusahaan Daerah Air Minum Tirta Siak Kota Pekanbaru (Tahun 2008-2012)

The purpose of this study was to determine how the implementation of budgetary policies adopted by PDAM Tirta Siak Pekanbaru 2008-2012. George Edward III saw the implementation of the policy as a dynamic process , where there are a lot of factors that interact and influence policy implementation . Factors that influence the success or failure of policy implementation , namely: communication , resources , disposition and bureaucratic structures .
The method used in this study is a descriptive analysis , which seeks to analyze the problems that arise in the field and tried to describe it as clearly as possible . This study uses a qualitative analysis measurements using nominal data pertaining to the classification or categorization of a number of variables into a sub- par grade .
The results showed that the PDAM Tirta Siak were deemed to be less than the maximum in terms of budget management , seen from the figure is still high losses experienced by companies and have not been a significant increase visibility of the company in terms of service quality . Loss factor due to improvements that have not been up to the equipment , facilities and infrastructure and therefore contributes to the high rate of water leakage . Another factor is the customer's payment arrears , the number of customers who are getting down , and others .
Regional companies like taps not included in the regional institutional structure and is more business or a business entity without forgetting its social function . The function and role of the district / city on the management of taps would be distinguished by function and role of the institution and only limited services as supervisors and policy makers are directly related to the public interest , such as the tariff setting .
It can be concluded that the care and supervision of the local government taps conditions is still lacking . Seen from the rate setting does not offset the cost of production and lack of information received Pekanbaru city governments to use capital funds which they are allocating to PDAM Tirta Siak.
