As human beings, prisoners also have rights that must to be respected and upheld by the state, government, law. In providing the criminal prosecution and guidance only deprived of their rights is the freedom of movement, while the other rights are still owned by the inmates. One fairly important rights given to prisoners is the right to be assimilated. Given the purpose of the correctional system is that prisoners may turn out to be a better person, and received back in the neighborhood to play a role in community development.
Currently entitlement to assimilate quite often implemented. It is caused due to an excess capacity experienced by the majority of correctional institutions, as happened at the Correctional Institution in the city of Pekanbaru. Thus formed the Open Correctional Institute as a place for inmates to assimilate, as well as to move a prisoner, so that excess capacity in prisons can be resolved beforehand. Writing objective of this thesis was to determine (1) The process of formation of inmates at the Correctional Institution Class III Open Tassel (2) Obstacles encountered in the process of coaching inmates at the Correctional Institution Class III Open Rumbai and (3) Efforts made in addressing constraints encountered in the process of formation of inmates at the Correctional Institution Class III tebuka Tassel?
This study uses a kind of sociological research the correlation between law and society. This study also uses primary data, secondary data, and the data tertiary. From the research we concluded that the activities carried out in the Penitentiary Class III Open Tassel is a form of guidance such as working and making skills. However, the infrastructure at the Correctional Institution Class III Open Rumbai inadequate. That's because the age of the correctional institution is still relatively new. In efforts to address the constraints that exist at the Correctional Institution Class III Open Rumbai this is to make money from the inmates of the work as their capital in development activities in the penitentiary
