Forests protection from fires is an effort to avoid forest destruction caused by human activity and natural power. In efforts to avoid forest fire, goverment has set it in Law Number 41 years 1999 about forestry and implementation rules. However, the facts happened in the field was that the forest fire were still happening mainly in Giam Siak Kecil wildlife reserve. The purpos of this research were: first, to know the implementation of forests supervision in Giam Siak Kecil wildlife reserve in preventing the forest fires in Bengkalis district according to Law Number 41 year1999 about forestry. Second, to know the factors of resistor and the effort done by related institutions.
The type of this research is categorized into socio-yuridical or emperical research which means this research is done by identifying the law and how effective the law was applied in siciety. This research was done in Bengkalis district, while the population and sampel were avery actor related to this research,the sources data were primary data, secondary data, and literature study.
There were three main things that can be concluded from this research. First, the implementation of the forests observation in Giam Siak Kecil wildlife reserve was less optimal. Because the forest fires kept happening in 2015 and in the beginning of 2016. Second, the factors of resistor were the unclear boundary of the forest, human resources, and weak law implementation, facilities, the citizens lived near the area, and the culture of the sociaty. Third, to everyone the resistor factor was Manggala Agni put efforts to optimize the perform are in main working area including Giam Siak Kecil wildlife reserve. While the efforts done by Masyarakat Peduli Api of Tasik Serai village Pinggir Bengkalis subdistrick was by increasing the socialization about forest fires. The suggestion from the writer are: first, the related actors should maximize the supervision Giam Siak Kecil wildlife reserve. Second, be more assertive in determing the boundary of Giam Siak Kecil wlidlife reserve. Increase the number of the Manggala Agni personnels complete the facilities and patrol facilities. Third, maximize the socialitation of fire forests prevention done by Masyarakat Peduli Api.
