Strategi Komunikasi Badan Pelayanan Terpadu Dan Penanaman Modal Dalam Mensosialisasikan Kebijakan Sistem One Stop Service Pada Masyarakat Kota Pekanbaru
Service to the community by the bureaucracy is one of the manifestations of the functions of the state apparatus as a servant of the state. Integrated Service Agency and Investment is the Regional Technical Institute which has the main task to implement regional government project in the field of licensing and non-licensing services in an integrated and capital investment. One Stop Service is an activity of providing license and non-license, whose process starts from the proposal stage to the stage of issuance of the document, the process is carried out in an integrated manner in one place. OSS policy implementation has been quite good, but there are still obstacles. They are the lacking of socialization that makes there are still people who do not know the existence of the policy. The purpose of this study was to determine the planning communicators and communications objectives, planning of public communication, planning of communication messages, choosing communication that is conducted by Integrated Service Agency and Investment in socializing the policy of One Stop Service in Pekanbaru. The writer used descriptive qualitative method. The number of informants are six people, who are chosen by using purposive sampling technique. The types and sources of data used are primary data and secondary data. Data collection techniques are: in-depth interviews and documentation. Data analysis techniques in this study refers to the interactive model made by Huberman and Miles. Mechanical examination of the validity of data is done by the extension of participation and triangulation.
The results of this study showed that the communication strategy that is done by Integrated Service Agency and Investment is to determine the target audience; community leaders, religious leaders, youth organization, neighbourhood and entrepreneurs or people who will do or open a small business. Factors that are considered in the planning of public communication are; planning audiences, background knowledge of the audience, the audience feeling. Planning communication message is; the main core messages and organizing messages. The communication media that are used are printed media (newspapers, brochures), electronic media (Riau Television, TVRI Riau, Barabas radio, Aditya radio, RRI Pro 2 radio, online).
