Implementasi Tahapan Program Desa Siaga Aktif Di Desa Karya Tani Kecamatan Kempas Kabupaten Indragiri Hilir

The purpose of the implementation of Desa Siaga Actif Program is the realization of rural community who care, responsiveness, and is able to recognize and manage health problems the faced independently, so that the level of his health to be increase. But for the Karya Tani village is one of the villages that have implemented this program since 2007. There are so many obstacles. It can we be seen from the lack of awareness of hygienic behavior and healthy, lack of understanding of the parties involved such as midwife, cadres, when do a change, and also has not been establishment of cooperation cross-program and cross-sector.
The theory used in this risearch is the theory of Policy Implementation by Riant Nugroho (2003: 158) which the explain of the policy implementation is method how a policy can achieving goals. And there are two step options to apply, that is directly implemented in the form of programme, or through the formulation of policy derived from that public policy. And also used the Theory of Van Meter Van Horn in Winarno (2014: 158-174) which explains the factors to influence on the implementation policy can be measured from the six indicators, size of the grounds and policy objectives, policy resources, communication between the organization and implementation of activities, characteristics of the implementing agencies, the condition of economic, social and political, and implementors.
Based on research that has been done, that implementation Progress of Desa Siaga Aktif Program on Karya Tani Village, Kempas District, have not been implemented to the maximum. This is we can be seen by the progress from this programme: liveliness village forums are still only two times one year, empowerment cadres who do not fully understand their duties, access to services is affected by midwives who do not live in the village, UKBM program is not maximum implemented, financial support has not been up from the village and private parties, there are still 25-30% of rural communities are less understanding and less concerned with this program, village level regulations are not specifically explain the content of the regulation, and also development PHBS program are not maximal.
