District of Tanjung Medan is one of the new districts in RokanHilir Regency, which consists 13 villages. The villages are Tanjung Medan’s Village, Tanjung Medan Utara’s Village, Tanjung Medan Barat’s Village, Sei Meranti’s Village, Sei Meranti Darussalam’s Village, Akar Belikar’s Village, Tangga Batu’s Village, Perkebunan Tanjung Medan’s Village, Sri Kayangan’s Village, Pondok Kresek’s Village, Sungai Tapah’s Village, Tanjung Sari’s Village and Bagan Nenas’s Village. The process of divergence area does not comply with the Government Regulation No. 72, 2005 Article 2 Paragraph 2, Establishment of the Village as (a). Population (b).Size of Region (c). Work Area section (d) .The (e). Facilities and infrastructures.
The process of forming new village did not involve the local community, in this case is the figure of NinikMamak. It implies that this divergence area gets resistance from influential groups in society, because it was feared would eliminate the distinctiveness and to take care of villages territories of indigenous culture.
The method used is qualitative research methods to analyze the results of interviews primary and secondary data as well as data contained in the object of research.
The results of this study concluded that expansion in the district village field headland not done in the interests of democracy even more domating political interest in the election for gonernor.
