Collaborative Governance Dalam Pelaksanaan Proyek Sistem Pengelolaan Air Limbah Domestik (Spald) Di Kota Pekanbaru
The problem of poor sanitation is an important thing for the Government of
Indonesia to fix based on the advanced development agenda. Pekanbaru City is one of the
metropolitan cities that has sanitation problems. To realize good sanitation, the Central
Government, namely the Ministry of Public Works and Public Housing, together with the
Pekanbaru City Government collaborated to overcome this problem with a wastewater
management system project with financial assistance from the Asian Development Bank.
Research on Collaborative Governance in the Implementation of Domestic Wastewater
Treatment System Projects in Pekanbaru City is to find out and analyze the collaborative
governance process that occurs between the Central Government and Pekanbaru City
Government, the private sector, and the community in implementing the domestic
wastewater management system project in Pekanbaru City. The theory used in this
research is the collaborative governance theory by Ansell and Gash. The research
method used is descriptive research method with a qualitative approach. Sources of data
obtained from primary data and secondary data. The research location is in Pekanbaru
City.
The results show that the collaborative governance process carried out by
stakeholders in the implementation of the domestic wastewater management system
project in Pekanbaru City which has been running since 2018 until now has been
implemented but there are still some obstacles. Collaborative governance theory by
Ansell and Gash has four important variables, namely starting conditions, Institutional
design, Leadership and Collaborative process. Based on the results of this study, it can
be concluded that the collaborative governance process in the implementation of the
domestic wastewater treatment system project in Pekanbaru City has been implemented
but there is still miscommunication between stakeholders and several obstacles such as
limited budgets and the role of the private sector, namely contractors, is not maximized.
these obstacles by strengthening the supervision and coordination between the Central
Government and Regional Governments as well as inviting the private sector to play a
more optimal role in the implementation of this collaboration.
