ABSTRACT
Labor inspection is carried out by competent and independent labor
inspectors to ensure the implementation of labor laws and regulations. The labor
inspector is appointed by the Minister or appointed official. The Riau provincial
government as the organizer of the deconcentration principle which is an
extension of the authority of the central government (related to labor inspectors),
does not fully carry out the management or guidance functions of the provincial
labor inspectors. The function of labor inspectors in the Province is part and
responsibility of the provincial autonomous government served.
The type of research used in the Supervision of the Manpower and
Transmigration Service in the Fulfillment of Employment Social Security Rights
for Workers in Riau Province is empirical or sociological legal research, and can
also be referred to as field research. Sources of data used in this study are
primary data and secondary data. Data analysis is the process of compiling data
so that the data can be interpreted. In this case, the analysis used is qualitative
data analysis, namely data that cannot be measured or assessed with numbers
directly. Thus, after the primary data and secondary data in the form of
documents are obtained completely, then they are analyzed with regulations
relating to the problem under study.
Supervision of the Manpower and Transmigration Office in Fulfilling
Employment Social Security Rights for Workers in Riau Province is actually an
activity to monitor and enforce the enactment of laws and regulations regarding
labor or employment in particular. There are several factors that hinder the
Supervision of the Manpower and Transmigration Office in Fulfilling
Employment Social Security Rights for Workers in Riau Province, namely the
Human Resources factor, the budget factor, and the facilities and infrastructure
factor. The Supervision Efforts of the Manpower and Transmigration Office in
Fulfilling Employment Social Security Rights for Workers in Riau Province are
strengthening resources (human resources, budgets, and infrastructure),
organizational structuring of the Manpower and Transmigration Office of Riau
Province.
