ABSTRACT
The research is aimed to analyze the role of the Tinera Jaya Cooperative and the
innovation adoption process that independent oil palm smallholders go through in
obtaining ISPO certification and to find out the differences in the amount of
production, production costs, and income before and after obtaining ISPO
certification in Teluk Masjid Village, Sungai Apit District, Siak Regency. The
research method was carried out using a survey method with primary data of 70
smallholders and secondary data. The location determination was made on the
basis of consideration of the existence of active cooperatives and ISPO-certified
independent oil palm smallholders. The time of the study was carried out in
February - November 2021. The results showed that 1) Tinera Jaya Cooperative in
assisting independent oil palm smallholders to obtain ISPO was in the role
category with a recapitulation result of 3,62. The role of cooperatives is as a
facilitator, motivator, and distributor. 2) The process of adopting innovation
through 5 stages, namely the stages of knowledge, persuasion, decision making,
implementation, and confirmation. Overall, the adoption stage is in the high
category with a recapitulation result of 3,98 which means that the planters have
successfully adopted the ISPO innovation. 3) There are differences in the
production and income of smallholders before and after ISPO but there is no
significant effect on the implementation of ISPO, and production costs have a
significant difference and influence on the implementation of ISPO.
