The Government of Kuantan Singingi Regency established the Kuantan
Singingi Regency Rubber Farmers Association (APKARKUSI) to help farmers
market auctions and get a higher bokar selling price. Farmers who were
dissatisfied with APKARKUSI's performance decided to leave and form the Bokar
Processing and Marketing Unit (UPPB) Sepakat in Benai District and carry out
auction marketing independently. The purposes of this research are to identify
and describe the characteristics of farmers who conduct auction marketing
through APKARKUSI and UPPB Sepakat in Kuantan Singingi Regency; to
analyze the level of farmers’ satisfaction and the institutions which organize
bokar auctions in Kuantan Singingi Regency; and to analyze the strategies to
increase farmer and institutional satisfaction in Kuantan Singingi Regency. This
research was carried out in Kuantan Singingi Regency. The selection of research
sites was based on the consideration that Kuantan Singingi Regency has the
largest rubber plantation in Riau Province and there are the Kuantan Singingi
Rubber Farmers Association (APKARKUSI) and also the Bokar Marketing and
Processing Unit (UPPB) Sepakat as the market organizers Rubber Processed
Materials (bokar) auction for farmers. Respondents in this study were farmers
who participated in the bokar auction at the auction market organizing agency
with a population of 2.330 and a total of 154 respondents. The analysis that was
used in this study was descriptive analysis, Customer Satisfaction Index (CSI)
analysis, Importance Performance Analysis (IPA), Mann -u whitney, SWOT and
Analytic Hierarchy Process (AHP).
In the descriptive analysis, the result obtained that the respondents who
used APKARKUSI or UPPB Sepakat as the agency that organized the bokar
auction market had the same farming experience as the administrators of the
institution, which both of them had experience in farming for more than 10 years.
The experiences in farming greatly affect the ability of farmers to manage rubber
farming, the time which has been spent by the farmers in farming also affects the
activeness of farmers in participating in the auction market and producing bokar
in accordance with the provisions that were late determined by the institution. The
results of the Customer Satisfaction Index (CSI) for the two groups of farmers
who used the auction system rubber marketing agency are in the range of 90.00
percent – 95.00 percent, which means that they are very satisfied, while the
satisfaction for the two groups of management agencies of the rubber marketing
agency auction system is in the range of 91, 00 percent - 95.00 percent, which
means that the management is very satisfied with the bokar farmers.
The comparison between farmer satisfaction APKARKUSI and UPPB
Sepakat using Mann Whitney obtained a sig value (2-tailed) greater than 0.05,
meaning that there is a significant difference between the satisfaction of farmers
using the APKARKUSI auction agency and the UPPB Sepakat auction agency.

The very significant difference in farmer satisfaction is because APKARKUSI has
a higher level of performance according to farmers, which is 81.61 percent,
compared to UPPB Agreed which has a performance value of 72.86 percent
according to farmers.
The results of the SWOT and AHP analysis about the priority strategy
that must be carried out by APKARKUSI if they want to increase farmer
satisfaction is to improve the quality of APKARKUSI rubber farmers' bokar, while
the priority strategy that must be carried out by UPPB Sepakat if they want to
increase farmer satisfaction is to strengthen the auction institution UPPB
Sepakat. The SWOT and AHP analysis resulted in a priority strategy that must be
carried out by farmers if they want to increase the satisfaction of APKARKUSI,
they should produce bokar based on the standard of PERMENTAN No. 38 of
2008, and the strategy that must be carried out by farmers if they want to increase
the satisfaction of the UPPB Sepakat is to produce bokar according to the
PERMENTAN No. 38 of 2008.
