ABSTRACT
Parking issues continue to be a problem in many cities, including
Pekanbaru. According to Mayor's Regulation Number 284 of 2017 on the
Establishment, Organizational Structure, Duties and Functions, and Work
Procedures of the Parking Technical Implementing Unit at the Pekanbaru City
Transportation Service, UPT Parking is responsible for managing the parking
system and procedures in various areas throughout the Pekanbaru City area. Based
on Mayor Regulation Number 284 of 2017, this study examines the implementation
of UPT Parking's obligations and tasks. This study attempts to investigate how UPT
Parking's duties and functions are carried out in the field by identifying the roles of
the parties involved and explaining the challenges that parking management in
Pekanbaru City faces.
Empirical or sociological legal research is used in this study. Empirical or
sociological legal study examines the relationship between law and society in order
to determine the efficiency of law enforcement in society. The study was carried
out in the Pekanbaru City Transportation Service's UPT Parking. Observation,
interviews, questionnaires, and a literature review were all utilized to obtain data.
The method of data analysis used was descriptive qualitative analysis.
The findings revealed that the Parking Unit's tasks and activities were not
carried out optimally in accordance with Mayor's Regulation Number 284 of 2017,
since there were still constraining issues such as insufficient human resource
knowledge, poor public awareness, and a lack of parking space. There are other
supporting aspects, such as the existence of parking management regulations as
guides, the quantity of qualified staff, and professional management. The Parking
Unit makes efforts to address the problems that arise, such as performing routine
patrols, making media appeals, coordinating with relevant agencies, and enforcing
punishments against violator
