Strategi Pengelolaan Pertambangan Emas Rakyat Tanpa Mercury Di Wilayah Pertambangan Rakyat (WPR) Logas Kabupaten Kuantan Singingi
The potential for placer gold in Kuantan Singingi Regency is spread across all sub-districts. This makes the community's activity magnet to carry out the gold mining. One of the locations for gold mining activities by the community is in the Logas People's Mining Area (WPR). These communities are currently mining without a permit and have traditionally used sieves as well as suction machines. The mining is carried out in river bodies and community lands around rivers and community gardens that are not productive but have gold mining potential.
These community mining activities have an environmental impact that can seriously damage the environment. In general, gold ore processing is carried out using mercury as a material to bind and separate gold ore with sand, mud and water. The use of mercury (Hg) in gold mining is the main cause of contamination of river water which can cause long-term health impacts. Mercury exposure can occur by direct contact with the skin, inhalation of mercury vapor or eating fish that has been contaminated with mercury. The effects of mercury on health are mainly related to the nervous system, which is very sensitive to all forms of mercury (Hartina, 2019)
In line with environmental protection and management, in an effort to prevent mercury pollution, the Indonesian government has prepared a National Action Plan for the Reduction and Elimination of Mercury (RAN PPM), as stated in Perpes no. 21 of 2019. This was followed up with the Mercury Reduction and Elimination Project in collaboration between the GOLD-ISMIA agency, the United Nations Development Program, the Ministry of Environment and Forestry, the Agency for the Assessment and Application of Technology funded by the Global Environment Facility (GEF) to address the problem of gold mining. people at the Logas WPR location. This project is the implementation of gold mining without mercury by providing capital assistance, supervision, socialization and facilitation of the people's gold mining permit process.
The determination of the strategy for managing community mining without mercury so that it can be carried out properly needs to be supported by comprehensive information and knowledge about the condition of the existing WPR, the response of the mining community regarding the program and identification of the impacts of the ongoing community gold mining activities. The right strategy in managing people's mines without mercury is expected to create environmentally sound and sustainable mining.
Based on the explanation from the background, the formulation of the problem is how are the ecological, social and economic conditions of the community in WPR Logas, how is the impact of gold mining production operations in WPR Logas, and what is the strategy for managing people's gold mining without mercury in WPR Logas.
The objectives of the study were to analyze the existing ecological, social and economic conditions of the Logas People's Mining Area, to identify the impact of the implementation of gold mining production operations in the Logas People's Mining Area, and to determine a good management strategy and the implementation of mercury-free community gold mining in the Logas People's Mining Area (WPR). .
The expected benefit from the research is that the results of this study can determine the existing ecological, social and economic conditions of the Logas People's Mining Area, the results of this study can describe the impact of gold mining production operations in the Logas People's Mining Area, and the results of this study are expected to be a source of data and information on the management strategy of people's gold mining without mercury in the Logas People's Mining Area (WPR).
This research was conducted in April – June 2020 in Logas and Logas Hilir Villages, Singingi District, Kuantan Singingi Regency. This research uses a quantitative descriptive approach and survey methods. The survey method is carried out by collecting data from a representative population (sample). A quantitative descriptive approach is used to describe the condition of the Logas People's Mining Area in the form of calculations. This research is also supported by qualitative data to provide a deeper picture of the external and internal factors of ecological, economic and social aspects in the management of smallholder gold mining in WPR Logas and find a strategy for managing smallholder mines without mercury in WPR Logas. The strategy that can be developed in this research is a SWOT analysis.
The condition of the People's Mining Area shows the emergence of critical lands, the ecological conditions in the mining area have been damaged due to land clearing, mining without a permit and ex-mining holes. Economically it provides improvement and becomes a source of people's livelihoods. Socially, gold mining is perceived as a tradition from people who do not understand the impact of using mercury.
Alternative strategies that can be taken so that the community is able and willing to implement people's gold mining management without mercury include: 1). Improving the performance of the integrated team by developing cooperation with the government, universities and other institutions and expanding the socialization area for the reduction and elimination of mercury in gold mining, 2). Utilization of mining technology without mercury by creating more efficient and affordable equipment, and 3). Allocate capital assistance and equipment to carry out gold mining without mercury.
