ABSTRACT
In developing and growing micro, small and medium enterprises, it is necessary to optimize community development through a community empowerment approach. One of the efforts made by the government to improve and support empowerment programs is through programs in State-Owned Enterprises (BUMN), one of which is the Partnership and Community Development Program (PKBL). The Partnership and Community Development Program (PKBL) is a form of implementing corporate social responsibility activities or known as Corporate Social Responsibility (CSR).
The purpose of this research is first to find out how the implementation of providing capital assistance loans through the fostered partner program between PT. Timah Tbk to small and medium-sized businesses in Rangsang District, Second to find out how the Default Settlement was carried out by PT. Timah Tbk in implementing the partner program in Rangsang District.
The research method used in this research is sociological research and supported by non-doctrinal empirical data with a quantified approach, meaning that law is a real and functional social institution in the system of people's lives, both in the process of restoring order and resolving disputes as well as in the processes of direction and formation of good behavior patterns.
Based on the results of the study, it can be seen that in implementation of the application of environmental social responsibility (CSR) in the provision of capital assistance loans through the partner program implemented by PT. Timah Tbk with its foster partners refers to the implementation of the Mandatory Social Environmental Responsibility (CSR) for a company including PT. Timah Tbk as a subsidiary of a state-owned company and applies the provisions regarding the agreement contained in the written agreement or cooperation contract with the fostered business partners based on the Regulation of the State Minister for State- Owned Enterprises Number PER-05/MBU/04/2021 concerning Social Responsibility Programs And the Environment of State-Owned Enterprises. The settlement taken by PT. Timah Tbk with the Fostered Partners in Rangsang District is carried out by means of Deliberation and Consensus in accordance with the agreement that has been agreed by both parties. Based on the results of the study, as many as 10 of the 26 fostered partners who used to be in arrears have paid off their arrears, meaning that almost half of the fostered partners in Rangsang District have successfully paid off their loans, while the others are still in progress.
