Tata Kelola Sistem Pemerintahan Berbasis Elektronik (SPBE) Di Kabupaten Siak Tahun 2022

The research originates from the Indonesian phenomenon in the 2022 United
Nations (UN) e-Government Survey Index which ranks 77 for performance in the
development and implementation of SPBE. Meanwhile, the results of the
Indonesia E-Participation Index survey reached a score of 0.75 and means that
the community already has a fairly high level of participation with a percentage
of 7%. Meanwhile, the Open Government Data Index (OGDI) with a maximum
value of 1.00 is in the Very High OGDI qualification. In addition, the research
also departs from the problem of constraints in the management of SPBE in Kab.
Siak.
This study uses a qualitative method which is a method with exploration and
understanding of the extent to which individuals or groups of people are
considered to originate from social or humanitarian issues. While the case study
design is used because it is based on one selected phenomenon and wants to be
understood in depth by ignoring other phenomena. Primary data was obtained
from informants through field interviews regarding the Implementation of
Electronic-Based Electronic Systems in Siak Regency. Meanwhile, secondary data
was obtained from data from the 2022 Statistics Center and Data on the
Implementation of Siak Regency's Electronic-Based Government System.
The results of the study show the governance aspects of SPBE Kab. Siak
consists of aspects of architectural maturity level, plan map maturity, planning
and budget integration maturity and innovation and business process maturity.
Each aspect is described based on indicators of transparency, participation,
accountability and coordination. Then the SPBE Kab governance strategy. Siak is
carried out with the implementation, presence of communication technology,
implementation of management, IT audits and administrative services. The
implementation aspect is carried out with the support of information technology
in the implementation of SPBE governance. The management aspect is carried out
by adjusting the maturity level evaluation guidelines related to the implementation
of SPBE management. The aspect of the implementation of the Information and
Communication Technology audit is carried out by conducting SPBE
infrastructure, application and security audits. Then administrative services
include the areas of budgeting, finance, staffing, planning, performance
accountability, management of agency property, procurement of goods and
several other services as needed.
