New Pekanbaru 28293 ABSTRACT The Climate Village Program or Proklim is an activity that integrates climate change adaptation and mitigation efforts at the site level by involving and playing an active role in the community and supporting parties, namely the government and local government as well as entrepreneurs, universities and non-governmental organizations. The focus of this research is only in 2021. The Climate Village Program in Dumai City has been socialized since 2018 on the basis of Presidential Regulation Number 59 of 2017 concerning Implementation of the Implementation of SDGs and the existence of the Regulation of the Director General of Climate Change Control KLHK RI Number P.1/PPI/SET/KUM.1/2/2017 concerning Guidelines for Implementing the Climate Village Program and strengthened by instructions from the Governor of Riau Number 01/INT-HK/2017 regarding coaching, Assistance, and Strengthening Locations Riau Province Climate Village Program. This study uses a qualitative descriptive method in which data is collected through interviews with informants. This research focuses on three sub-districts namely Laksamana, Bukit Datuk, and Tanjung Palas. The theory used in this study is Donald Van Meter and Carl Van Horn's Implementation Theory which consists of four variables, namely Environmental Conditions, Inter-Organizational Relations, Resources, and Implementing Institutional Character. The results showed that the Implementation of the Sustainable Development Program in the Climate Village Program in Dumai City from these three sub-districts had gone well, from the four variables, namely different environmental conditions made for inter-kelurahan characteristics, inter-organizational relations that went well supported by community participation. Adequate resources due to the existence of farmer groups and youth organizations as concrete steps for the program. As well as the character of the implementing institution that is responsible for running the program in accordance with the agreed roadmap prior to program implementation.
