ABSTRACT POLICY IMPLEMENTATION OF APPOINTMENT OF MUHAMMAD RUDI AS EX-OFFICIO HEAD OF BATAM ENTERPRISE AGENCY (BP) (CASE STUDY: DEVELOPMENT OF PASSENGER PORT INFRASTRUCTURE IN BATAM CITY IN 2021). The Ex-Officio policy was implemented in Batam City at the Batam Authority Government agency which has now changed to the Batam Concession Agency, also known as BP Batam. This policy is an agenda set by the President based on PP no. 62 of 2019, which has been going on for 5 years. In this writing, the author focuses on the implementation of the Ex-Officio policy for the development of domestic passenger port infrastructure in Batam City in 2021. The research objective is to determine the implementation of the Ex-Officio policy for the development of domestic passenger port infrastructure in Batam City carried out by the Concession Agency ( BP) Batam based on 6 indicators of policy implementation from George C. Edward III, namely communication, resources, disposition, and bureaucratic structure. The research method used in this study is a descriptive research method with a qualitative approach. Data collection techniques through interviews and documentation studies. The results of this study indicate that the Ex-Officio policy for the development of domestic passenger port infrastructure in Batam City in 2021 has no significant effect on its objectives, namely in the framework of developing the Batam Free Trade Area and Free Port concerning activities related to the development of public infrastructure and public interest if seen from the four indicators of policy implementation. However, it has been implemented according to policy principles, namely objective, agreement-oriented, and accountable, it's just that there is no transparency, as well as effectiveness and efficiency, especially in the port infrastructure development process. This policy also creates impacts that can be felt now and in the future. The hope for the future is that there should be an accelerated development of port infrastructure, especially domestic ports in an equitable and fair manner so that there is no more inequality in the development between assets owned by BP Batam, as well as transparency in every process of implementing activities and infrastructure development programs.
