Evaluasi Program Bantuan Produktif Usaha Mikro (BPUM) Di Provinsi Riau

This research is motivated by the economic condition of the community
due to the Covid-19 pandemic that hit Indonesia, especially in Riau Province,
where the economy continues to decline, which has an impact, one of which is on
business actors who cannot sell due to restrictions on space outside, so the
government trying to resolve this problem, one of the government's efforts is to
provide assistance to business actors called micro business productive assistance
(BPUM), but the program implemented is not in accordance with the plans that
have been set, from the target business actors, the amount of aid distributed and
people who are not aware of the program.
This research aims to evaluate the productive assistance program for
micro businesses running in Riau Province and identify the obstacles that occur
during the implementation of aid distribution. This research uses Stuflebeam's
(2014) program evaluation theory which explains that there are 4 models for
evaluating an activity program, namely the context model, input model, process
model and outcome model. This research uses a descriptive qualitative research
method with a case study approach that uses data collection techniques through
interviews, observation and documentation.
The results of this research indicate that the micro business productive
assistance program (BPUM) has not been successfully implemented well by the
regional government, findings in the field are that the planning process stages
have not been planned better, so that the target business actors who receive
assistance do not match the number of aid recipients. assistance that is too small,
and there is no coordination regarding notifications regarding this assistance.
Then the obstacles experienced by this program are access to people who do not
understand, the quality of human resources, information, the amount of assistance
that is too small and the standard reference criteria for potential recipients.
