ABSTRACT
One of the policies implemented by the government to alleviate the problem
of poverty is the Family Hope Program (PKH). The implementation of PKH is
expected to improve the standard of social and economic life, education, and public
health, especially for the poor. Based on these problems, the author is interested in
knowing first, How is the Implementation of the Family Hope Program during the
Covid-19 pandemic in Singingi Hilir District Based on the Regulation of the
Minister of Social Affairs of the Republic of Indonesia Number 1 of 2018
concerning the Family Hope Program? Second, what are the driving factors and
inhibiting factors in implementing the Family Hope Program assistance during the
Covid-19 pandemic in Singingi Hilir District based on the Republic of Indonesia
Minister of Social Affairs Regulation Number 1 of 2018 concerning the Family
Hope Program?
This type of research is classified as sociological legal research. In
sociological legal research, the data sources are primary data sources and
secondary data sources consisting of primary legal materials, secondary legal
materials and tertiary legal materials. Sociological law research data collection
uses interview data collection techniques, questionnaires and literature studies.
The data obtained will be analyzed qualitatively. In drawing conclusions the author
uses the deductive thinking method, namely a way of thinking that draws
conclusions from a statement or proposition that is general in nature to be a
statement that is specific in nature.
The results of his research show that the implementation of PKH in Singingi
Hilir Subdistrict experienced a few problems and had not been fully implemented
properly. The socialization has not been carried out thoroughly, so it does not
receive support from related parties. Data collection on PKH beneficiary
participants has not been maximized because there are several families who should
receive PKH but have not yet received it. Assistance has not been carried out
properly and the use of PKH funds by RTSM is sometimes used outside the
provisions. In the long term, it has not been able to significantly change the mindset
and behavior of RTSM. The implementation of PKH in the Singingi Hilir subdistrict,
including the Socialization of the PKH Program, has been carried out by
PKH officers/ assistants in the Singingi Hilir sub-district, only carried out between
PKH Program Recipients and their officers. While socialization with village
officials and community leaders has not been carried out optimally, so that
stakeholders supporting the PKH program have not fully supported it. There are
supporting and inhibiting factors for the implementation of PKH in Singingi Hilir
District, namely internal factors and external factors. Supporting factors include
Facilitators having good communication skills with members of the assisted group,
so that Facilitators can easily form and foster positive relationships with the target
group, while Inhibiting Factors include the lack of optimal performance of PKH
agents in carrying out their duties. Inconsistent withdrawal of PKH funds.
