"The authority possessed by the Pekanbaru City Library and Archives Service is regulated in Pekanbaru Mayor Regulation Number 112 of 2016 concerning the Position, Organizational Structure, Duties, Functions and Work Procedures of the Pekanbaru City Library and Archives Service. Article 7 letters a, b, c, d, e, f, and g state that this authority includes management of regional property, including planning, needs and budgeting, procurement, receipt, storage, counseling, use, utilization, security and maintenance regional property (BMD). In addition, it includes "collection of information data for the development and needs of facilities and infrastructure." However, the lack of promotion, outreach and counseling in the field of archives has led to a decrease in the number of visitors to the Pekanbaru City Library and Archives Service from 2019 to 2021. This thesis aims first, to understand the Implementation of the Authority of the Pekanbaru City Library and Archives Service in Achieving the Archives Award in 2019. Second, to identify obstacles in implementing the authority of the Pekanbaru City Library and Archives Service from 2019 to 2021. This research is qualitative in nature and was conducted at the Pekanbaru City Library and Archives Service. The data collection method used involved interviews and documentation. The conclusion of the research shows that the Pekanbaru City Library and Archives Service is not yet operating optimally. Obstacles related to the exercise of authority include limited facilities and infrastructure, human resources, facilities, and limited collections of library materials, including the lack of stock of the latest books."
