ABSTRACT

Crime is any act that is contrary to the laws of social norms in force in society. Perpetrators of criminal acts in society are not only committed by members of society who are adults, but also committed by members of society who are children or what we usually call child crime or child evil behavior, the problem we face now is the presence of children perpetrators of criminal acts that "relapse" or still repeat criminal acts. Every human being can be a criminal offender, both adults and children as a state of law if a child is proven to have committed a criminal offense through court proceedings. After breaking up guilty and read out the verdict, the defendant's child changed status to a child dealing with the law and will be fostered in a correctional institution, namely the children's special training institution (LPKA). The purpose of this study was to determine how the implementation of guidance and constraints on the implementation of Child Development perpetrators repetition of criminal acts in LPKA Class II Pekanbaru, this type of research is descriptive qualitative research. The Data needed in the study came from primary data and secondary data. data collection techniques are done by observation,in-depth interviews and documentation, data analysis techniques used by researchers using data reduction, data presentation, and conclusion. The theory used in this study is the functional structural theory of Talcott Parsons. The research results obtained are : (1) the implementation of Personality Development and independence development in LPKA Class II Pekanbaru city has been running effectively, (2) in the implementation of coaching there are constraints, namely family factors, community, motivation and facilities and infrastructure.
