This research discusses the supervision carried out by the Election Supervisory Body (Bawaslu) in maintaining the neutrality of the State Civil Apparatus (ASN) in the 2020 Regional Head Election (Pilkada) in Pelalawan Regency. The neutrality of ASN is a very important principle in ensuring fairness and transparency in the implementation of elections, especially in Pilkada, where ASN are expected to be impartial and not use their position for political interests. This research aims to analyze the effectiveness of Bawaslu's supervision of violations of ASN neutrality, especially at various stages of the regional elections, such as nominations, campaigns and voting. This research uses qualitative methods with data collection techniques in the form of interviews and documentation.
The research results show that even though Bawaslu has carried out various monitoring efforts, violations of ASN neutrality still occur, although in insignificant numbers. Factors causing this violation include the lack of effective sanctions and ASN's lack of understanding of their roles and responsibilities in maintaining neutrality. Therefore, stronger strategic steps are needed to increase awareness and understanding of ASN as well as strengthening cooperation between institutions in taking action against violations of ASN neutrality.
