The utilization of fishery resources in Teluk Paman Timur Village is closely tied to local customs and traditions. The traditional fishery management model that remains firmly upheld is the "lubuk larangan." This regulation restricts community activities by prohibiting fishing until a specified time. However, changes in river flow have caused sedimentation and shallowing, affecting the effectiveness of the lubuk larangan. To implement the mandate of Law Number 45 of 2009 on Fisheries, efforts are needed to manage fishery resources sustainably, one of which is through an ecosystem-based fisheries management approach. The objective of this study is to assess the status of fishery resources in the Lubuk Larangan of Teluk Paman Timur, Kampar Kiri District, Kampar Regency, Riau Province, using an ecosystem approach (EAFM). The research was conducted from March to May 2024 in the Lubuk Larangan area of Teluk Paman Timur. This study employed both qualitative and quantitative methods, with respondents selected through purposive sampling, totaling 15 individuals. The indicator development model used in this study refers to the indicators developed by the Directorate of Fish Resources, consisting of seven domains, though this study utilizes four domains. The indicators for each domain were converted into composite indicators using the "flag modeling" technique. Based on the analysis, the flag status for each domain in the Lubuk Larangan area of Teluk Paman Timur ranged from red to green. Domains with green flags include social, governance, and stakeholders, while the domain with a red flag is the economic domain. Overall, the fishery resource utilization status in the Lubuk Larangan area of Teluk Paman Timur received a yellow flag with a score of 20.359. This indicates that the fishery management in the local ecosystem has implemented sustainable fishing principles but has not yet reached optimal levels, requiring the establishment of strategic plans to optimize or enhance the current domain and indicator conditions.
