Implementasi Kebijakan Pembinaan Narapidana Di Rutan Kelas I Pekanbaru
This research is motivated by the importance of prisoner development within the correctional system in Indonesia. It is based on several major issues faced by the Class I Detention Center (Rutan) in Pekanbaru regarding the implementation of prisoner development policies. As a temporary detention facility, the Rutan plays a critical role in the judicial process but often functions as a correctional institution due to overcrowding in prisons. This dual function poses challenges to implementing prisoner development programs, which ideally should be handled by correctional facilities.
This study aims to analyze the implementation of prisoner development policies at the Class I Detention Center Pekanbaru using George C. Edwards III's policy implementation model. The research focuses on communication, resources, disposition, and bureaucratic structure, as well as efforts made to address challenges in policy execution.The research employs a qualitative approach with a phenomenological design, utilizing primary data through interviews and observations and secondary data from relevant documents. The findings indicate that while the policy implementation is generally effective, there are shortcomings in the resource indicator. These include insufficient security staff, lack of budget for skill development programs, and limited facilities to support the development process.
To address these challenges, the Class I Detention Center Pekanbaru has empowered inmates with specific skills, proposed additional staff, transferred inmates to other correctional facilities, and strengthened the implementation of the Correctional Observation Team (TPP) sessions. This study contributes to developing more effective strategies for prisoner development, aiming to improve policy implementation efficiency and support optimal social reintegration of inmates.
