Collaborative Governance Dalam Pengelolaan Ruang Terbuka Hijau Taman Kota Di Kota Pekanbaru Tahun 2021-2023
Collaborative Governance is a model in which the government cannot manage an area on its own, necessitating the involvement and function of other stakeholders to address issues and accommodate public needs. In this model, the role and function of the government are no longer the most dominant, requiring collaboration from other stakeholders. One sector that requires such collaboration is environmental management, particularly in the context of green open spaces. Urban parks, as one form of green open space, serve as an ecological facility that must be available within a city, offering various social, economic, environmental, educational, health, and interactional functions. This research aims to explain and analyze Collaborative Governance in the management of urban parks as green open spaces. The research methodology is descriptive, using a qualitative approach and the Ansell and Gash theory.
The research method employed is qualitative, with descriptive data analysis. The types of data used include primary data obtained from research informants and secondary data obtained from related documents. The research was conducted at the Environmental and Sanitation Department of Pekanbaru City.
The results of this study indicate that the management of urban parks in Pekanbaru City from 2021-2023 has not been optimal. The management of urban parks has been under the responsibility of the Environmental and Sanitation Department of Pekanbaru City since 2021 through the Parks Division. The collaborative process in park management has not been effective, as the indicators outlined by Ansell and Gash in the Collaborative Governance theory have not been properly implemented. From 2021 to 2023, the collaboration system with PT. PLN (Persero) has not included regular meetings with stakeholders to discuss progress, needs, and future requirements. The commitment between the government, private sector, and community has not been fully established, leading to a lack of alignment in understanding due to the suboptimal implementation of the previous indicators.
