ABSTRACT
The flood phenomenon is the main problem that occurs in Indonesia, many factors
affect including the characteristics of the geographical area, climatology and
activities of people who do not protect the environment. The number of rivers that
are the main flow of rainwater and the limited drainage system are the reasons for
worsening the flood situation when the tide overflows and the rainfall is high in the
severity of low infiltration. Riau Province is part of the territory of Indonesia which
has many scattered islands connected to large rivers, of course this is a priority for
flood-prone areas.
The method used is the Analytical Hierarchy Process (AHP) which is supported by
the Decision Support System (SPK) for quantitative decision-making. Data was
collected through questionnaires and interviews, which were then analyzed using
the AHP method. This study examines the factors that affect flood management in
Selatpanjang, an area that is prone to flooding due to high rainfall. The focus of
this research is on four main parameters in flood management: technical,
economic, environmental, and social.
The results of the study showed that the most appropriate areas for flood
management were Jalan Imam Bonjol and Kartini, with percentages of 39.90% and
27.40%. Based on the criteria analysis, the improvement of the existing drainage
system in the Selatpanjang area is the main effort in flood management. Technical
criteria (42.40%) and environment (34.60%) proved to have the greatest influence
on flood management. The most influential subcriteria were rainfall intensity
(75.10%), influence of market area (68.40%), and littering behavior (63.90%).
road infrastructure condition (57.30 %)
