ABSTRACT
In 2022, Indonesia recorded imports of ethylene and propylene amounting to 850,633 tons per year and 172,312 tons per year, respectively. To reduce dependence on imports, increase the country’s foreign exchange reserves, and create new job opportunities, the construction of this plant with a production capacity of 500,000 tons per year was designed. Ethylene itself is one of the basic chemical materials classified as a commodity product due to its production volume exceeding 10,000 tons per year. The plant is planned to be located in the Cilegon industrial area, near PT. Krakatau Tirta Industri, Citangkil District, Cilegon City, Banten Province.
The production process in this plant uses Linde technology, which processes ethane through a thermal cracking method. Ethane gas as the main raw material will be supplied by a China-based company, Qingdao Ludong Gas Co., Ltd. Linde technology was chosen because it offers advantages such as high energy efficiency, operational flexibility, and ease of operation. The plant’s utility facilities include various essential needs. Electricity will be supplied through an internal steam power plant (PLTU) with a power requirement of 49,590.10 kW. The plant’s water supply comes from the Cidanau River, with a total requirement of 29,619.74 kg per hour. The refrigerant requirement, in the form of methane (R-50), amounts to 65,251,894.68 kg per hour. The fuel requirement will be met using light fuel oil totaling 3,678.73 kg per hour, supplied by PT. Pertamina RU IV in Cilacap. The waste generated consists of combustion gases such as carbon dioxide (CO₂), water vapor (H₂O), and excess air (O₂ and N₂), totaling 44,751.02 kg per hour. This waste can be discharged directly into the environment without further treatment. The production process in this plant will be monitored using a control system consisting of sensors and controllers equipped with various safety instruments such as alarms and safety valves.
Profitability analysis shows that this project is feasible to be realized. Calculations show Return On Investment (ROI) of 23.16%, Internal Rate of Return (IRR) reaching 27%, Pay Back Period (PBP) for 2.98 years, Net Present Value (NPV) of IDR 13.423.093.174.994, and Break Even Point (BEP) at 30.74% of capacity. Sensitivity analysis also reveals that changes in raw material prices, product sales, fuel prices, and employee salaries affect the NPV value. Increases in raw material prices, fuel prices, and employee salaries will decrease the NPV value, while increases in product prices will actually increase the NPV value. Based on the various analysis results, the construction of this ethylene and propylene factory is considered very feasible to be implemented.
