Identifikasi Dan Strategi Kinerja Perusahaan Daerah Air Minum (Pdam) Tirta Siak Pekanbaru (Studi Kasus : Pdam Tirta Siak Kota Pekanbaru)
ABSTRACT
The Regional Drinking Water Company (PDAM) Tirta Siak of Pekanbaru City is
a government agency in the form of a Regional-Owned Enterprise (BUMD)
established based on Regional Regulation (Perda) TK.I of Riau Province No. 7 of
1976. The purpose of this study is to identify the performance of PDAM within the
2017-2021 period and after the revitalization process in 2023. The evaluation is
conducted based on four main aspects: finance, service, operations, and human
resources.This study employs a qualitative research method with a descriptive
approach, obtained through interviews, documentation, and observations. The
findings indicate that PDAM Tirta Siak's performance fluctuated during the
studied period. The Non-Revenue Water (NRW) level reached 62.8%, whereas the
maximum acceptable leakage rate is 20%. The service coverage was only around
33% of Pekanbaru's population, and operational efficiency was not yet optimal.
Financial ratios such as Return on Equity (ROE) and billing effectiveness also
showed figures below the optimal standard.After the revitalization there have
been improvements in operational aspects through the repair of damaged
pipelines, as well as financial improvements through capital injection from the
government using the Public-Private Partnership (PPP) scheme, with funding
amounting to IDR 64 billion. Additionally, infrastructure modernization has been
carried out in collaboration with the private sector, with an investment value of
IDR 750 billion. Pipe replacement and NRW reduction efforts were undertaken,
along with an increase in service coverage. However, challenges remain,
particularly in expanding service coverage by installing 6,500 new household
connections (SR) annually as part of the target.With the right strategies, such as
optimizing the leaking pipeline network, enhancing human resource capacity
through strict recruitment, and conducting employee training, PDAM Tirta Siak’s
performance can continue to improve, ensuring it meets the standards for
providing clean water to the people of Pekanbaru more effectively and
sustainably.
