Political Will Pemerintah Dalam Pengelolaan Kawasan Hutan Dengan Tujuan Khusus (Khdtk) Hutan Diklat Bukit Suligi Di Kabupaten Rokan Hulu Tahun 2020-2024

Kawasan Hutan dengan Tujuan Khusus (KHDTK) are Forest Areas that are specifically intended for the purposes of Forestry Research and Development, Forestry Education and Training and religion. The Bukit Suligi Protected Forest Area is located in Rokan Hulu Regency, part of which is designated as a Kawasan Hutan dengan Tujuan Khusus (KHDTK) managed by the Pekanbaru Environmental and Forestry Education and Training Center. Currently, there is still a conflict in the Bukit Suligi Training Forest KHDTK Area. Weak political will is the root of the problem of the above problems. The purpose of this study is to describe the government' s political will in the management of the Bukit Suligi Training Forest KHDTK in Rokan Hulu Regency. The method in this study uses a qualitative approach. The theory used is the Brinkerhoff theory. The Training Center plays an active role in education and training, as well as community empowerment through Forest Farmer Groups (FFG), which shows government initiatives to support community welfare. In the choice of program policy at KHDTK, there is practice and research by the university. There are still challenges in the awareness of the importance of forestry for local communities. In public commitment and resource allocation, there are still obstacles due to the decrease in the number of employees. The government has carried out business sustainability referring to PERMENLHK regulation No. 7 of 2021. The government managing the Bukit Suligi SPFA has learned and adapted in the management of KHDTK such as the procurement of counseling for the community. The government's efforts in managing the Bukit Suligi KHDTK are said to be still less than optimal. There are challenges in raising public awareness of the importance of forestry. But the government is able to take concrete action in achieving development goals in the Bukit Suligi Training Forest KHDTK.
